Penn National said Pennwood Racing, the joint venture that controls the Freehold Raceway, has the right to open a betting facility in Camden County. However, Pennwood directors appointed by partner Greenwood Racing have blocked the development of such a facility, Penn National alleges in the suit.

Penn National believes Greenwood Racing is fighting the development because it fears the facility would draw customers from its own off-track betting locations nearby. No one was available to comment after hours at Greenwood Racing's office.

Penn National is seeking an award of damages as well as an order directing Greenwood Racing directors to consent to the development of a Camden County betting location.
The firm owns and operates gambling and racing facilities with a focus on slot machines. It is based in Wyomissing, Pennsylvania.
