The other is Ubukhosi Leisure, another consortium, with one of the directors being Port Elizabeth businessman Sipho Pityana.
While Tsogo Sun will keep the casino in the current Hemingways complex, Ubukhosi will site it on the East London beachfront with the existing Kennaway Hotel forming part of the complex.
Bidders have been asked to include proposals for a hotel as well as a “must see” attraction in their bids.
