The new regulations do not permit online casino versions of blackjack and roulette, as the Francaise de Jeux monopoly continues its control of these games. Sports betting, which will be allowed, is to be taxed at 8.8 %, much too high according to bookmakers.
"We won't make any money at first," said the vice-chairman of Mangas Gaming, Isabelle Parize. But Parize noted the company felt it necessary rto be among the first in France, despite what she called "catastrophic taxation."
Antonio Costanzo, CEO of bwin France, noted that Francaise de Jeux could offset exposure in sports gambling with table gaming, while foreign operators are left with high-risk propositions. "We're missing casino games, which is a shame, since they are important to overall financial stability," said Costanzo. "Let's just say the monopoly will do fine."
The French Internet casino rules have been found to be short of compliance with EU rules by the Court of Justice, but several nations are involved in squabbles concerning online gambling and free markets, and the EC has been slow to respond.
