European Union rules continue to be flouted by member nations eager to keep online casino gambling revenue close to home by protecting domestic gaming operations. Estonia has begun licensing Internet gambling operators, but is requiring an Estonian license to avoid inclusion on the list of blocked sites.

Internet service providers in the country are being given a black list of sites the government wants blocked. Among the sites are such well-known online gambling concerns as PokerStars, Unibet, bwin, and Full Tilt Poker. ISPs who are found in violation of the order can face substantial fines.

The practice of favoring domestic licensees is forbidden by EU rule, but the European Court of Justice has moved remarkably slowly in dealing with other nations disregarding fair trade in online gambling. Both France and Germany have received official word from EU reps their gaming laws do not comply with Union rules, yet neither has changed the suspect regulations nor received sanctions from the EU.
