Brazil keeps searching for a bingo legislation

Both proposals still must have its final texts presented to the leaders before voting. The president of the Chamber proposed that the resources from taxes on bingos will be administrated by Caixa Económica Federal, and the leaders association supported the idea.

The leader of PSDB, representative João Almeida (BA), however, said that its party will not accept voting the project without discussing it. “It is not possible to vote for bingos at 11 p.m.; debates and clear positions with regards to the proposal are necessary, and we won’t accept that a situation like that is held late at night,” he said.

On top of PSDB, DEM, PPS and Psol are against the proposal, but for the leader of the minority, representative Gustavo Fruet (PSDB-PR), that does not hinder the voting and does not plan any obstructions, a resource used by representatives in special occasions to prevent the monitoring of the work and gain time.

In general, the mechanisms used are statements, orders of overtaking of the debate and the votation, formulation of questions to avoid quorum or the simple sign of obstruction, by the leaser, which causes that the presence of the people under his influence is not calculated for the quorum.
