In its initial opinion, however, the court agreed with the appeal submitted by AAMS, the Italian Gaming regulatory body and by Consorzio Lotterie Nazionali, in which the company holds a 20% interest.

The State Council also accepted a portion of the appeal submitted by Sisal and ruled that art. 21, paragraph 5 of the law 102/2009 regulating the tender is not applicable. Paragraph 5 related to the interim period whereby Consorzio Lotterie Nazionali would have managed the existing instant lottery games under its current concession through January 31, 2012.

Until the State Council's full decision relating to its resolution is available to the public, we do not know the extent to which the AAMS may be expected to amend the tender.
