Laura Guillot, a consultant of the sector, considers that the government should have a first draft ready for next summer. If so, by mid 2011 it would already be a bill and, by the end of 2011 or the beginning of 2012, the norm would be in force.
With regards to autonomous communities, Guillot considers that conversations are still beginning. Last January 13th, the Gaming Sectorial Commission gathered to analyze the new tax distribution and no agreement was reached. Despite the secrecy around all these conversations, the government has acknowledged that it is talking with the autonomous governments so they take part in the taxes on online betting.
In that meeting a couple of weeks ago, representatives of the Ministries of Economy and Interior (the game depends on the latter due to its possible connections with illegal activities); of the 17 regions –as well as the autonomous cities of Ceuta and Melilla- and LAE.
