The statement of the editor of the law, representative Regis de Oliveira (PSC-SP), is in favour of the legalization, as long as strict control norms are complied, in order to fight corruption and crime, on top of the creation of a heavy tax charge. In case it is approved by the Congress and sanctioned by the President of the Republic, the project will bring the federal and regional public coffers approximately us$ 3,2 billion a year, according to estimations of the Brazilian Bingo Association (Abrabin), as a result of tax payment.
There is also a limit for the number of bingos to be opened in city councils. In the project, the limit is a bingo hall per 150,000 inhabitants. According to this estimation, Belo Horizonte, that has a population of around 2.5 million people, according to Brazilian Institute of Geography and Statistics (IBGE), will be able to have 17 bingos. According to the calculations of the editor, the creation of a thousand bingo halls and slot halls is planned in the whole country, with approximately 320,000 employees.
Statement by representative Regis de Oliveira stipulates that the companies that operate bingo halls, slots in electronic machines and games of chance will have to bring the Union and the state the 17 % of the incomes, after the discount of the prizes paid. On top of that, the 70 % of the incomes of the businessmen of the sector will have to be allocated to the payment of prizes.
The federal government will receive the 30% of the collection and the states will receive the rest, after the discount of the 15% for health programs, 1% for the Fund of Culture Support and 1% for the Fund of Sports Support. The editor estimates that around us$ 125.6 million will be collected for a social fund.
When talking about a strict control, to be held at a federal, regional and local level, representative Regis de Oliveira believes that this will be the main instrument to reduce the corruption rates. “Today, game resources have part of its collection allocated to organized crime due to a lack of an effective control. With the regulation, it will be solved,” informed the representative.
