William Rickman, owner of Ocean Downs, presented renderings and a strategy for the phasing in of machines at the proposed us$ 45 million slots project to state and local officials Wednesday as part of his application for an operator's license.

The state Video Lottery Facility Location Commission members - who are touring the four potential slots sites as part of their decision-making process - could award the licenses as early as September.

Within 90-120 days of being awarded a license for the Eastern Shore gambling location, Rickman would have the first 200 of his proposed 600-800 machines installed in the existing restaurant at Ocean Downs while construction begins on the permanent facility, where they will eventually be housed.
