The so-called Gran Scala Act allows to build the biggest gaming center of the European Union, promoting by Paul Stephan Allegrini, President of ILD and others businessmen. The passed law will replace the current gaming act of Aragon wich allows to operate just 1 casino in each of the three provinces of the autonomous region. Gran Scala will have 30 casinos.
The promoters of ILD have been legally committed with some neighbors of Ontiñena to buy the land on which will be Gran Scala. Subsequently, there must be carried out a large of public works to run it. ILD hopes to attract to this project other investors.
The Principal Attorney of the Courts of Aragon Vega Estella, in her report of technical corrections of Bill of Leisure Centers of High Capacity backed the work done by one of the lawyers of the Parliamentarian House in which raised doubts about the constitutionality of certain paragraphs of this bill which paves the way to Gran Scala.
According to Vega Estella, it is relatively usual the legal reports raise doubts about the constitutionality of the projects, without any influence on legal decisions making by members of parliament. She was also surprised by the stir created by media about the above mentioned report, calling it “disproportionate”.
