Although it does not support the proposal openly, Lula da Silva government gave green light to representatives in order to start the debate again.
The reluctancy of the Ministry of Economy to the project was reduced before the proposal of tax collection, by bingos and casinos. There would also be a payment of monthly royalties of the 15% of the resources of the establishment to the Union and the States, that would be applied in the health area.
The project bans the granting of credit to bettors in order to avoid indebtedness, creates a national file of people with gambling problems and plans that these people must receive professional support and have the prohibition to assist to gambling venues.
According to the proposal, each city could have one bingo per 150,000 inhabitants and there would be a maximum of ten casinos in the country (up to two per region). Bingos would be forced to keep at least 50 employees each. In the case of casinos, they would have to have at least 500 employees.
