According to the news agency, the two bidders - OPAP S.A., the Greek betting monopoly, and Turkcell, Turkish largest mobile-phone operator - failed to meet the minimum bid of us$ 1.6 billion. Last month OPAP S.A. and Turkcell placed official bids for the 10-year lottery license.

Last October, OPAP’s CEO, Christos D. Hatziemmanuel, was quoted by Reporter.gr, a news agency, as saying that the company has "good chances to win" the Milli Piyango lottery tender.

The lottery license was to give the winner 17 % of revenue after sales and gambling taxes, according to officials at Turkey's asset sales agency.
