For casinos, there are not minimum guarantees of incomes, which apply when the demand is less to the expected when the project was tendered, as happen with tender processes.
Francisco Javier Leiva, Casino superintendent, explains that this industry is different to the tender process, because it does not bring a public service. It adds that: “Unlike seven local tenders (...), for the first time, our investors are regulated and controlled by a superintendence, but they are also 100% owners of Thies casino games, of the properties they install, and of the 16 hotels, convention centres and other developments chosen by them according to the profitability criteria”.
