Four of the seven board members voted for Harrah's us$ 535 million proposal for a casino resort at the Kansas Turnpike interchange near Mulvane that would include a residential and retail addition across the turnpike.

The plan calls for a 175-room hotel at the casino, several restaurants, including one by Food Network's Paula Deen, an outdoor amphitheater, an 18-hole golf course and convention and conference venues.

Project developers estimate the project will take 24 months to construct.
