Poland: Finance Ministry proposes draft bill
Plans to introduce Internet gambling regulations were first announced by the Polish government in 2006 but progress has been slow. However, it seems that moves to legalize and regulate online gambling may take place before the end of the year.
A new tax on all gambling games in Poland has been proposed by the Finance Ministry. The 2012 UEFA European Football Championship is being jointly hosted by Poland and Ukraine and the football infrastructure of the two nations must be upgraded, including a new stadium in Gdansk and another in Warsaw.
The new tax revenue would be allocated to the construction of these football venues. The legislation proposed would levy a 10% tax on gambling games from the beginning of next year. The tax would then remain in effect until 2015.
In 2007 the Finance Ministry also introduced draft legislation to increase levies on slot machine operators and establishments offering gaming services. It has been suggested that a proposed 44% increase of tax on low-payout machines would make many unprofitable and that the gaming industry in Poland is already less profitable than in many other countries.
