According to the Official Bulletin, "the limited time for the conclusion of the license granted would prevent from recouping and/or recovering from the loss suffered and the investment made", because it was decided that the operating license to operate slots in Palermo horse race-track should be extended until 2.023.
The decree prevails a 15-year expansion and, among the conditions to be complied, there is the "obligation" to incorporate 1,500 more machines to the current 3,000 that are operating there, on top of the refusbishment of paddock platform and replacing the betting equipment for a latest generation one, according to the official decree.
Although the information was released last December 31st, when Cristina Kirchner was already president, the decree had been signed by her predecessor and husband Néstor Kirchner, last December 5th.
The license contract is leaded by Hipódromo Argentino de Palermo (Hapsa), which has among its main shareholders businessmen Federico de Achával and operating Casino Club.
