The list includes the Isle of Man, Alderney and Gibraltar, home to many of the world's biggest operators, but excludes Costa Rica and Curaçao.

Purnell suggested that the move showed “how tough the Gambling Act is”, although critics point out that the Act, which allows gambling groups unlicensed in the UK the freedom to advertise in Britain without the need for British regulation nor taxation, is anything but.

Tax havens within the European Economic Area, including Gibraltar, where the vast majority of online operators are licensed, automatically qualify to advertise in Britain under European law.
