Chief executive Clive Hawkswood said that the organisation’s involvement was not likely to ’tip the scales’ adding that its members had a mix of other reasons for not being involved, ranging from fears over share price reactions to companies concentrating their efforts elsewhere.

Hawkswood was responding to recent accusations from ’sources close to the lobbying effort’ in the US, which had accused the RGA of failing to show any enthusiasm for Frank’s moves.

A spokesperson at Ladbrokes supported Hawkswood’s stance, saying: "It's a question of priorities and resources. There is movement in Europe at the moment, with the EU behind us, so that is what we are concentrating on."
