It has been assumed the state will have a monopoly on the operation of the lotteries and it is more than likely that Totalizator Sportowy will operate them. The amendments also allow up to five terminals to be placed in one spot - currently only three AWP machines are permitted in one spot with only one usually appearing due to the introduction of a high lump tax sum of 80 euros.

It has not yet been decided which companies will provide the terminals and software for the video lotteries.
