The measure approved by over 59% of voters on Tuesday's ballot will let residents in the cities increase or remove bet limits and approve any new casino games in those locations. It will also let the cities use casino tax revenue for community colleges.

Coloradans approved a measure to allow voters in three cities — Black Hawk, Central City and Cripple Creek — to make changes to gaming stakes without a statewide vote in Tuesday’s election.

Amendment 77 will let residents in the cities increase or remove bet limits and approve any new casino games in those locations, The Denver Post reports. The measure will also let the cities use casino tax revenue for community colleges.

“We appreciate that Coloradans supported our town’s right to determine our future so we can improve economic opportunities for the people who live and work here,” said Bruce Brown, former mayor of Cripple Creek and a supporter of Amendment 77, in a statement. “Things won’t change overnight, but I believe this will help us get back on our feet.”

As of 11 p.m., more than 1.6 million votes, or 59.6%, were in favor of the measure. Just over a million votes, or 40.4%, opposed Amendment 77. About 83% of votes were counted. As a state constitutional amendment, it needed more than 50% support to pass.

Supporters of the measure say Amendment 77 will allow residents of Black Hawk, Central City and Cripple Creek to control what happens in their city, which they said is needed because they know best how to address the needs of their communities. Opponents say they fear the amendment will increase gambling problems.
