Argentina: Santa Fe Province opens online gambling market

The provincial authorities, through the Santa Fe Lottery, have authorized the operators of the three casinos in the province to go live online.

Governor Omar Perotti has authorized, by means of an executive order, casino City Center in Rosario, and Casinos Santa Fe and Melincué to expand online in an attempt to offset the impact of the long COVID-19 hiatus.

Governor Perotti adopted this measure by means of executive order 998, issued on September 21.

The provincial authorities, through the Santa Fe Lottery, have authorized the operators of the three casinos in the province to go live online. The lottery will be responsible for approving the platform the operators would use, which must feature the necessary devices to perform the necessary thorough controls of the operations and also display the relevant gaming certifications.

The decree outlines that the operator will be fully responsible for its online gambling offering. Moreover, a fee was established based on 12% of the EBITDA which must be paid on a monthly basis to the Santa Fe Lottery Welfare Fund.

Casinos had closed their doors on March 20, pursuant to quarantine measures that were imposed nationwide in Argentina to prevent the spread of the novel coronavirus.

Rodolfo Cattaneo, VP of the Lottery’s welfare fund said "we cannot deny that the gambling industry has evolved exponentially in terms of technology in recent times and that the online modality has progressively become stronger."

As regards the reopening of land-based venues, the VP said no date for reopening has been established but, when they are authorized to do so, they will resume operations in accordance with the safety and security standards currently in force and at limited capacity.
