Illinois casinos could start offering sports betting next month

After the release of the phase 1 rules in December that allowed for casinos, racetracks and large stadiums to apply for sports wagering licenses, the state’s gaming board has now published the phase 2 rules, which appear to clear the way for sports betting to begin in time for March Madness. 

The Illinois Gaming Board (IGB) published last week a statement with the phase 2 rules that will allow for sports wagering at authorized locations across the State. 

The phase 1 rules, adopted on December 19, 2020 allow interested parties to apply for master sports wagering licenses, management service provider licenses, supplier licenses, tier 2 official league data supplier licenses, and occupational licenses.  

"Last June, the General Assembly passed and Governor Pritzker signed historic legislation significantly expanding casino/racino gaming, video gaming, and authorizing sports wagering in Illinois. The Illinois Gaming Board has been working in an orderly and transparent way to enact gaming expansion that best serves Illinois and adheres to the Sports Wagering Act. Today’s release of phase 2 sports wagering rules is a continuation of that deliberate and thoughtful process, which will allow sports wagering to commence expeditiously and ethically across the State. We look forward to working with our industry partners to ensure that sports wagering in Illinois operates with high integrity in a manner that is compliant, accountable, profitable, and fun," said IGB Administrator Marcus Fruchter in the statement.

The phase 2 sports wagering rules govern accounting measures, financial record requirements, commencement of wagering, prohibited wagers, types of events allowed, types of wagers authorized, conduct of wagering, house rules for wagering, internet wagering requirements, sports wagering accounts, responsible gaming limits, reporting prohibited conduct, official league data, wagering equipment requirements, internal controls, wagering locations, sports facilities, self-exclusion program, and many other important issues that will allow sports wagering to be operational in Illinois. 

"Once applications are submitted, vetted, and approved, an applicant may receive a temporary operating permit and could then begin accepting wagers as soon as they are ready to do so. The IGB is committed to the establishment of an ethical, transparent, successful, and efficient sports wagering regulatory structure and the phase 2 rules are an important additional step in the establishment of that structure," Fruchter added in the statement.  

Public Act 31-101 legalized sports wagering for the first time in Illinois history, granted six new Illinois casino licenses, authorized up to four horseracing tracks in the State to obtain casino licenses, significantly expanded video gaming across the State, and allowed video gaming at the Illinois State Fair and Du Quoin State Fair. 

The IGB is the State agency charged with the responsibility of administering, regulating, and enforcing the systems of casino gambling, video gaming and sports wagering in Illinois.
