Shoutz Inc. has signed an agreement with China Netcom Technology Holdings Ltd. to implement Shoutz’s loyalty platform and launch a video lottery program in two Chinese provinces.

China Netcom Technology Holdings, previously known as China Metal Resources Holdings Ltd., sells tech hardware and software to lotteries in China, its website indicates.

Austin-based Shoutz, which was founded in 2011, is a tech-heavy marketing company that reportedly employs about 50 workers. One of its highest-profile deals was developing the LotteryHub application for the Mega Millions and Powerball lotteries.

In April, Shoutz reported raising $1.7 million of a planned $4 million financing from 14 investors.

In January, it acquired for an undisclosed amount Kansas-based Front Flip LLC, the developer of a mobile customer-engagement application.
