hina Netcom Technology Holdings, previously known as China Metal Resources Holdings Ltd., sells tech hardware and software to lotteries in China, its website indicates.

Austin-based Shoutz, which was founded in 2011, is a tech-heavy marketing company that reportedly employs about 50 workers. One of its highest-profile deals was developing the LotteryHub application for the Mega Millions and Powerball lotteries.

In April, Shoutz reported raising $1.7 million of a planned $4 million financing from 14 investors.

In January, it acquired for an undisclosed amount Kansas-based Front Flip LLC, the developer of a mobile customer-engagement application.
