Italy: AAMS extended preferential tax treatment for online bingo

(Italy).- The Italian regulator extended preferential tax treatment for online bingo, dispelling fears among operators they would have to pay twice the level of tax until they had upgraded to the new licensing regime.


AMS' new decree that existing operators would until 31 December 2011 continue to pay 11% turnover tax, 1% Sogei fee and a minimum of 70% of stakes back to players quashed widespread fears that the previous decree granting preferential tax treatment to online bingo over its land-based counterpart would expire this morning without being extended.

David Briggs of Intralot Italia, which recently launched live presenter bingo in Italy, said: “It has obviously been a rather eyebrow-raising 48 hours, but we are very glad, thanks to the good judgment of AAMS, that a sensible compromise appears to have been reached, and we can carry on with existing business and continue preparing for the new online licensing regime to follow.”

Online bingo operators in Italy had since 2009 been operating off a decree allowing terrestrial bingo hall licence holders to enjoy an online-friendly tax rate of approximately half the 20% turnover tax, 3.8% Sogei fee and 58% payback ratio applied to land-based bingo businesses.

AAMS' issue of the decree at the 11th hour means existing online bingo operators now have until 31 December to upgrade to the new licences while being taxed at the same rate as new entrants. Online bingo licences will cost €350k plus tax, or €50k for existing sports betting licence holders, and subject to the 11% turnover tax, 1% Sogei fee and 70% payback ratio applied to online bingo in Italy since 2009 under the interim licensing arrangements.
