“Paraguay needs to modify its current gaming legislation”

From your institution, Which has been the situation of the casino industry during 2010?
Since I took over the presidency in February 2009, my aim was to improve considerably the environment of institucional transparence and integrity in the games of chance sector.
In a first stage, the priority was to set norms as regulador of the gaming industry that Conajzar complies. It is important to point out that Conajzar does not operate games, a function that in Paraguay is performedonly by the private sector.

Which are the main problems that affect the sector and which would be the potential solutions?
Mi task is focused in setting standards in machines and gaming devices, which, if complied, would set the conditions for gaming systems to develop a healthy and profitable industry. Besides, it is necessary to change the current legislation. Based in the experience and knowledge obtained, it is necessary to take into account the rules and regulations approved in other countries and the peculiarities of Paraguay. Conajzar regulations, as an executive entity, the relationship with city councils and the powers of the attorney office in the prosecution of illegal operations are remarked as important elements in the writing of a new legal frame.
Conajzar must perform field inspections when initiating the operations, as well as periodical inspections to guarantee the compliance in time of technical standards and possible modifications.

How are local casinos positioned with regards to gaming complexes in other Latin American countries?
I consider that Paraguayan casinos have performed an important effort in the improvement of its installations and of the devices of the games offered. There are still many chances that should be explored.
 
What are your expectations for 2011?
I hope the business opportunities for the private sector can be carried out, and this way, establish an important gaming industry at a regional level. It will necessarily involve the commitment and the victory of the general interest over the particular interests, a specially challenging point in the present circumstances.
