The number does not represent the net profit of the current candidate from PRI party to Baja California government, Jorge Hank Rhon, associated to Caliente Group, but shows the level of resources obtained in the 104 operating centers, including the well-known Agua Caliente racetrack, active from 1973, in Tijuana.

Reports from the Department of Interior (Segob) point that the amount has to do with the tax share paid by business such as bingos and sportbooks, as well as horse rache-tracks and greyhound races.

The owners of such business currently pay between 1% and 2% of the total bets to the state. Segob acts as a regulating entity on the firms' contributions, and the Tax Administration Service (SAT) makes the corresponding audit to prove the truthfulness of the data and establish mechanisms to detect illicit operations as money laundering.

The government's tax reform initiative -which is being debated in the House of Representatives- aims to elevate the fee to 20%, a proposal that has already been refused by the owners of this kind of places.

So far, 23 companies have licenses issued by the federal government to operate business related to gaming and draws (horse racetracks, greyhound races, remote betting centers etc). Of this group, Hank Rhon, regional president of Tijuana with license, appears as a shareholder of seven of them.

This sector had been managed -until 2006- by the Mexican Administrator of the Horse Racetrack and with the boom of companies identified with PRI, but Apuestas Internacionales, which belongs to Televisa, starts to grow with eight centers and incomes for us$ 90.9 million in the first half of the year.

The companies deliver a report to the federal government on the financial status of the

level of contribution of their players-customers and the result of other activities in bingos such as sale of food and beverage, on top of the level of investments, incomes and expenses.

Most of Caliente businesses have the chance to grow (due to the level of activities authorized); the development of this business is assured until 2018, at the conclusion of the licenses issued by SG.
