(Brazil).- Representative Regis de Oliveira (PSC-SP) expects that the proposal to regulate the bingo operation is approved by the plenary of the Chamber of Representatives in the following days. The project was included as a priority in the votation guidelines for the next two weeks in the meeting of leaders held last Tuesday.

The writer of the project approved by the Commission of Constitution, Justice and Citizenship (CCJ), defends the regulation of bingo games as a way to boost the tourist industry and increase tax collection in Brazil. “The regulation will allow the not only the supervision of the bingo halls, but also of the winners whose jackpot will be communicated to the Federal Treasury so it may pay taxes”, explained the representative.

On top of that, Oliveira reminds that the bingo regulation will help create hundreds of new employments in the whole country. “A regulated venue is forced to register its officers once it is subject to control. It is necessary to end with illegality, which is just detrimental to the country and the workers”, he affirmed.

The proposal entered in the guidelines of the Chamber this week, due to the fact that two Provisional Measures ( 472/09 and 473/09), which obstructed the guidelines of the Parliament.

The final text of the proposal for the legislation of the bingo game must be presented to the leaders before being voted by the plenary of the Chamber. Its president, representative Michel Temer (PMDB-SP), proposed that the resources from bingo taxes should be administrated by Caixa Económica Federal, and the leader’s association is in favour.

The proposal that will be voted by the plenary of the Chamber establishes that the bingo halls will have to pay the Union and the Status, or Federal District, the 17% of the reserve funds, which will be allocated to the health system (15%), to investments in culture (1%) and sports (1%). The project also plans the payment of a monthly control fee of us$ 11,317.

Representative Oliveira is in favor of the inclusion of the Caixa Económica Federal in the control of the resources from taxes to be paid by bingo halls, and defends the creation of an online mechanism of control so all the jackpots are immediately communicated to the Federal Treasury with the identification of the winners.
